Enable socket based connections:
Check "Enable ActiveX and Socket Clients" TWS socket based Configuration option

Then select "Trusted IP Addresses ..." and "Create" (really: Add) the IP addresses of trusted clients; this example sets the ACL 'wrappers' to allow a local, and a non-local connection:
