You can have one instance per ClientId. Starting shim as "shim --data"
results in a default ClientId value of 1, "shim --risk", enabling order
wiring,  starts with a default ClientId of 8, if not otherwise specified
in .shimrc. I think there is a option called "once" which confines the
ClientId value to the one specified in .shimrc.
