This is almost certainly a non-configuration of the TWS on the 
unit.  You need to enable 'socket' connections in its 
configuration settings, and verify that it is listening on 
port 7496.  When properly done, in a console as root, this 
command should return a line:
      # netstat -pant | grep 7496
